Thats pretty much it.
Who picks who and WHY?
When new do they need anything other than the IAC + TPS?
Is there difficulty in adjusting the TPS?

You need to reuse the stock lower coolant passage plate, the IAC, and the TPS. You'd probably need to slot the TPS to get the correct PCM voltage also.

Does this have to be done on the other Mfgs?

Pretty sure you'll need to do it with the other manufacturers.

My Holley 58mm had some weak points for what it cost.... the plates were slightly smaller than they were supposed to be, leaving an open ring between the edge of the blades and the bore of the body. Hard to get the idle down. I found a way to enlarge the plates that involved a large nitrous "pop" - not recommended.
Then the "stop" lever that sits in a groove on the inside edge of the machined aluminum cable quadrant was loose and would move, making the closed throttle voltage erratic - it had to be pinned. After solving those problems, and polishing it until it had a mirror finish its pretty good. But for the price, it could have been better out of the box.
The shop that does my work seemed to feel the LPE/Accel TB is the best, but I think its close to $700.
