The topic and your goals do no match.....
400+rwHP 383's are really very mild.... to me a "monster" is somebody looking for 550rwHP and up.
You could get what you want very easilly, with low $$$ parts, as suggested above.

I do want to have well over or around 350 hp to the wheels with the torque above it by like 10% more or higher...

to bad i gotta auto.....its gonna stay an auto its too convienent for me to give up right now, my uncle's gonna give me his m6 2002 black firehawk with 12,000 original miles for my 21st b-day, NEWAYS back to the motor..... im not really looking for high horsepower, JUST LOADS OF TORQUE out of my current f-body, and thats why i call it a monster. And i heard the lingerfelter kit gets you the most torque out of a 383...i wanna 383 also cuz thats what my dad had, he had a BONE STOCK looking 71 malibu 350 2 dr with black vinyl top completely restored from the ground up to look original but then he got a 383 stroker kit installed and it was a sleeper with olds 4-4-2 4.11 rear end in it
if anyone could suggest a street/show motor build up that would look completely billet aluminum and powdercoated silver with tons of torque somewhere around 425 lb ft of torque is what i wanted but thats through an auto with 3.73 slp gears in a stock rear with a G2 10 bolt rearend girtle....id like it to have enough horsepower to keep it going really strong on top end also

Take a look at my build. A very mild 383 that gets 27 MPG Hwy and runs 11.7 in the 1/4. I have fairly low C/R (10.7:1) for an LT1 and a somewhat mild cam shaft. From what you described there is no need for the LPE stuff and your goals are modest so spend a few extra bucks on the heads and get Bret, AI or one of the other cam guru's to recomend a good head cam package. Remember that it is not how good the parts are it is how well the parts work togeather.

Any 350 with bolt ons can pull 350 hp (300rwhp). If you're doing a 383, you should aim for 450 hp or more (400rwhp).
The real question is, how much do you want to spend and what mods do you have right now?

Now does it work for you? 
I had no trouble finding 425rwHP through an M6, with a cam which, while it is a solid roller, is a very mild solid roller. It was selected to pass rolling emissions in NJ, while providing a reasonable foundation for the engine's "alternate persona"..... a 300-shot of nitrous to 7,000rpm. But there's no reason that a hydraulic with similar specs couldn't produce the same numbers. Make it a little more aggressive, "remove" the things that hurt "NA" HP..... heavy nitrous pistons, wobbly pistons due to the lowered ring pack, close up the 114LSA to 112 or less, etc and 450rwHP is no problem. And that's with LT4 castings.
The Lingenfelter setup was designed at least 10 years ago. The Super Ram is a low end torque intake, but runs out of steam at fairly low RPM... so if you prefer torque to HP, its probably not a bad deal. I think the cam might be a bit on the light side. And for a low end, low RPM setup, the Lunati crank and Oliver rods seem like a bit of overkill.

This is a great example of an internet parts list.
If you want a monster (which is a matter of opinion by the way) you had better be prepared to spend some good money.
Then you need to address everything that goes around it.
If you want a bad car that really runs well with a monster??, I would plan on $15K-$20K when it is all done...not including the car.

My concerns aren't really about horsepower i am more concerned with torque....and lots of it, i want it to twist the driveshaft into a christmas bow with the simple little push of a foot....the only want for horsepower is to be adequate enough for my car to accelerate better then stock in the 100-130 mph range, im thinkin the 3:73 rear end will drop my top speed down about 15 mph from my 3.42's

Why don't you drop in a diesel truck motor if you want torque? Might be cheaper than building a 383.
No one here has built the kind of motor you're asking for. If you were to say "How do I build a 450-500hp 383 with 500 lb ft torque?" Then we could help you.
But otherwise the questions you're asking don't really make sense to us. You also still haven't told us what your budget is. How much do you want to spend on this motor build up and what engine mods do you currently have?
