Take care of unclogging that air pump of yours.
If you have that am installed straight up and have an adjustable timing set then I would try advancing the cam 2-4* this will bring your DCR up into a better range and you can then go and redyno to see where that put you...
The next thing I would then try would be having the heads milled and ports looked at. I just did this with the heads I got from my buddies old setup and it didn't cost too much. If you get them angle milled .04 you should drop the chambers to about 65 cc's, and install it with a set of custom gaskets in the .042 -.045 range for good quench, and test it again. Between those tweeks your motor would be a whole different animal and more then likely pick up those missing ponies. However, make sure you check the math if you both advance the cam and mill the heads to put it where you want the motor to be, I would guess if both are done then 65cc heads on your motor with that cam would like 2* advance...
Again this would be a cheaper way to get more out of what you have without starting over, and this is what I would do if I was in you situation...
I think the problem is in the tune. Who did the tuning??????
I haven't read the entire thread. With that said, I don't think the combination of parts are the proximate cause of the low numbers per se. In my experience, I had an LT4 383 that made 370 horse and torque with a mail order M.T.I. tune. After I purchased LT1 edit, I had a person who has never tuned a car try and pull additional power out of the car by adding timing and leaning it out. The person could not come close to 370 hp after an hour or so of dyno tuning and we put the mail order tune back in.
The LT1's from what I understand are difficult to tune, and one must be familiar with the changes of many setting when changing one parameter.
EDIT: My old combo...AFR 195 race readies; comp 503 cam, A4 with stock stall and 3.42's, non-ported LT4 intake; 58mm TB; mid length 1 3/4 headers with no cat and magnaflow muffler, rest of exhaust was stock including tips. 10.1 to compression; mail order tune from MTI.

i'm going to get a second opinion, there is another dyno shop in lincoln. the guy i went to is a good guy, but dosen't strilke me as the smartest guy around. This last time i was there his software for logging was screwed up from letting another guy do some tuning... I'm not expecting much more power...but we will see...

static cr is 10.5 and DCR is 7.8....which is low...oh well....
on a mustang dyno in omaha i pulled 323hp/337tq at he wheels, but that guy is out of business now. orginially pcmforless did the tune, i gained 20hp/tq on that tune dynoing in omaha. then i took the car to the this place in lincoln and those are the same numbers i keep pulling. the guy says everythign is spot on...
