355 shortblock cost$$$$
There is no single answer to this question. The reasonable range is going to be ~$2,500 to $7,500+. You have to decide what you are building and what your budget is. Remember - the power comes largely from the top end. If you are on a tight budget, look there first.
For example, you can spend over $2,000 on block prep, and it would be worth it if you were building a max effort engine.

It all depends upon what you place value on, real quality parts cost more in the short run, cheaper parts could end up costing more later if they need to be machined to fall into specification.
My preferred mid-range 355 for these motors uses the stock crank with a set of Scat Pro-I beam rods, and either Mahle or Wiseco pistons. Align hone the block with studs, plate hone the cylinders, and zero deck it. The stock crank is a strong unit and the Scat rods are the best bang for the money spent out there currently.
basis for comparison:
Clean and mag block $100
Bore/hone with plates $240
Align hone w/studs $300
Deck block $120
Balancing $300
Hang pistons $60
Install/fit cam bearings $75
Grind/polish crank, chamfer oil holes $150
Assemble race short block $800
Assembly time would include breaking down the rods, stretching and checking size, measuring and setting all bearing clearances rod & main, gapping rings, degree cam...there's lots of other measurements and corrections involved, but you get the basic idea.
Find a reputable shop in your area and call them up.
