1997 Camaro fuse power, help!

Can somebody with a 1997 test the following fuses for voltage? Other years will probably work too, but mine is a 97 and this would be best. I need to know if these 3 fuses are supposed to be connected to +12V or ground.

#1 ABS IGN
#2 Actuators
#5 ABS Valve

The fuses are under the hood in the "Fuses Relays" box, on the drivers side. To test it, have a multimeter and connect one probe to ground and one to the right side of the fuse as shown with the arrows in the picture. If you get a reading of 0 then connect the probe on the ground to the + terminal on the battery and see if that get's you a reading.. Thank you if anyone ends up helping me out!

What you should do is pull the fuses. You should see voltage on the right hand fuse lug. That is the side voltage is fed from. The left hand side is the load side (going to whatever the fuse feeds).

You should see voltage on those fuses when the key is ON.

When I test those fuses with one probe in the fuse slot and one on the ground I get nothing, but when I test it with one on the fuse slot and one on the positive terminal I get voltage.. The fuse is grounded, is that my problem..?

Did you test exactly as I suggested? Fuse out, Key ON, one meter lead to ground and the other to the right lug. You should see battery voltage.

Yes, I just took the picture like that so people would have a reference. I originally measured it with the fuses out, and yes, I tried with the key on. I just went out to double check, with the key on, one lead to ground and one to the right fuse lug no power, but with right fuse lug and other lead to positive on the battery I get voltage on all three fuses. Thanks for helping me man. So you are pretty sure these are supposed to be fed positive voltage? It seems weird that all the other fuses would get + and these 3 are connected to ground..

You might get an indication of ground when there is no voltage on them. I think I saw that when the key was OFF. You should check your fusible links on the RH shock tower.

Checked all the fusible links, all receiving power after the crimp, no burns or shorts in them. Why does it have to be this difficult? lol

Ok, since it seems to be things that are only hot when the ignition is ON, maybe it is your ignition switch or connection at the switch. I wonder if you have anything else in there that is not getting power.
