11 sec. on $5000 budget?

Is it possible to get my stock 95Z in the 11 with $5000 to spend on parts without using nos or a supercharger? That would include engine, tranny, rear-end and tires.

Highly unlikely... Tires, rear-end and tranny would alone cost close to $3000-3500. And whatever you do to the engine/exhaust with the money left probably won't get you into 11s.

try this one, close to my combination with all prices including misc. BS for install::

SLP 1 3/4 shortys - $500 (used)
XE 230/236 cam - $850 (w/1.6 RR, elec water pump, cmotorsports timing set)
heads - $1200
ET streets - $350
hooker/flowmaster catback - $250
dyno tune - $350
clutch (or converter) - $500

thats about $4000 right there and should be pretty close to 11's until you grenade the rear. I will come out below all this because I'm broke therefore I like to buy used stuff (brand new cam for $220, RR's for $100, headers for $250, etc)

Cam kit, nitrous, and a rear end. Expect the tranny to let go sometime, but for all of the other stuff you're well under that price.

with all this stuff your still looking at $4000 and you now have a much less streetable car than before...why a TH350 of all things? I used to break those left and right with my 300hp 350...

There's plenty of guys running around with stock heads into the 11's. The key to it is that they have a very well tuned in suspension. Concentrate your funds there, with a 12 bolt and the works, and save what you need for a cam, headers, and exhaust, and rockers. A cam like the 224/230, CC305, or even the 230/236 or CC306 would give you the power to accomplish this if you can translate that power to the ground. Can it be done for under $5000, yes. Is it going to be really easy?? No.

12-bolt, slicks, headers, cat-back, CAI, 175 shot. You're there for about $4k or so depending on if you find deals and dont go for high dollar cat-backs and other stuff you dont need to pay a premium for.
