If so and he has the 2.73 then the gears would be the best mod. But after that i would suggest getting a CAI. The car has to breathe. If he can get the whole headers with all the hardware installed for $500 then i would go that route.
My total price for new gears and install was ~400 with new 3.73 Strange gears in a 2.73 car...

LOW 11s w/ no internal mods?? I'd have to see it to believe it, there's no way. The LS1 is a good engine, but not THAT good. Unless the car weighs 3000 lbs race weight and on slicks I don't see it happening.

I would say the gears. They make a big difference. I also have a set for sale 3.42's used that I will take $50 for if anyone wants them.

My second choice would probably be the headers.

A stall and gears would cut .5-.7 seconds off of your 1/4. Along with what most everyone else has said, it's best to puchase most of your parts used if at all possible.

I wouldn't even bother with valvetrain until you have enough money for at least a cam/rockers/springs etc. You can find a used cai from $100-$150. Gears can get quite expensive if you're having them installed. I got a complete rear end with 3.73's and a T/A girdle for $350 and had it installed for around $100. You can also find a decent set of used headers anywhere from $250 up to $500 depending on size and brand.

I'd say go with a used cai and a 2800 stall. You can substitute headers for the stall if you'd prefer...

Just my $.02

Headers is kinda streching the 500$ mark, come on guys, unless youre a welder and a mechanic one or the other is going to have to be farmed out. If you do go headers dont mess around with 1 5/8s. Look up the 1.7 rockers, alot of people are seeing some nice gains with those on stock motors. Gears also would be nice they give a decent bang for the buck , but stickies will have to soon follow to keep from spinning at the track.

Forget ordering a Y pipe...go to your local muffler shop and ask them to fabricate one for you...they usually run from $90-$100 installed...

As far as the 1.7 rr's, don't get them unless you plan on staying with your stock cam or another cam with a small lift...otherwise just go with NSA 1.6's if you want rockers...
