Try flashing your stall..
this is the practice where as you will hold the brake down and then when you see the last yellow, you will release the brake at the same time you are planting the gas. The sudden surge of throttle will "flash" your stock stall giving you a little more stall than factory and should give you a better launch.
For street tires, I do not recommend any burnout. As much as some people enjoy doing them, on a street tire, its not meant for it and will hinder performance. Its best to go around the water box and then at the most dry hop to spin the tires clean but do not smoke them.
I was getting 1.9 short times on street tires with the technique above.. 13.4 in an 1995 LT1.
