Oil on #1 plug

I don't think its the rings, only have 24K miles with good oil pressure?
I just install the head 2 weeks ago, I'm thinking I should of put RTV on the head bolts.

That was just a guess. If you have a gauge, you can always check the compression in that cylinder, just to make sure that isn't the problem. I would probably only do that if you've noticed that you're burning a little oil. If you're not, then that's probably not the problem.
This is just me but I would go ahead and put a new plug in there (it'll take 2 mins and a little driving, so why not) just to make sure that you do or still do have a problem.

I know what you ment and thanks for your imput!!!
I did change all the plugs and ran it for a few minutes pulled it out and it was clean.
I just have to drive around now and do WOT blast to see if it comes back.

Ok, after changing the spark plugs yesterday, I drove the car around and drove again this morning.
Right before I got to my house, did a WOT blast, pulled in the driveway and pulled out the #1 plug, it was clean
