O2 Problems

My O2s are reading what I beleive to be irregular. Senser 1 bank 1 volts go to 0.00v after I let off of the fuel and as soon as I give it gas it returns to normal. I noticed this when my car doesnt feel like it pulls as hard on top end as it should. I spoke to one of my freinds today that works at a GM dealership and I am suposed to hook up with him and we are going to reflash the computer on Thursday. He seems to think that it is because of the cat converters are gutted out. If anyone has incountered this problem Please feel free to give some input.
Thanks

Yes I did use the 02 sims, I bought them from Thunder Racing. I am at a loss of words. They have a light on them that is flashing, I even swapped the 02 around, thought it might be bad. Also checked the wires and the loom that runs to them. I have heard that the computers in the 98 are diff. than all the others. Would you know anything about that?
