Depends on the market you are going to be buying from. In TX and in FL car fairly cheap. In CA and in the Northeast they are more expensive. Don't know about Utah...
I think I just saw a dealership advertising a 00 SS for under $17K this past weekend over here...

This last weekend I bought a 99 SS with 6spd and T-Tops. Runs great and has 76k on the clock.
The dealership was asking $13,995 and wouldnt budge at all on that price... My advice is that once you find a decent one jump all over it. Dealerships seem to know that if you dont buy it someone else will, and quickly.

I bought my M6 SS in WI for $28,500 around Thanksgiving last year. It still has 600 miles.
The lower the miles the more a car will bring premium to the table. Espcially on a car that is no longer made and in demand among collectors and performance people.
Would you expect to pay that for a 1981 Chevy Citation will 600 miles? Of course not. All depends on the car and most important the seller.

If you're looking for a rare car go for the ss, but if you just want performance go for a z28. They will be cheaper and you can use the money you saved to mod it and make it faster.

go for the SS, they're only about $1000 more and you get a nicer hood, bigger wheels, a few more horses, nicer exhaust, sport handling, and a nicer spoiler plus a rarer car and 95% of SS cars came with leather and t-tops, it's worth the extra money, you'll see a lot of people on here buy the z-28 because they think it's a better value then they'll go and spend $2500 on a new hood, wheels, spolier, and exhaust tips.
