It is full editing and scanning software. If you've never tuned a car before, it may be a little more than you need right away, but after you figure out what your doing, it's well worth it.
Either way, you'll need editing software if you going to change DTC codes. (which is what you need to do for getting past the state inspection crap, EGR, AIR, etc)
