OK I think I'm going with the dynomouth set up. Tell me if what I'm saying is right/wrong:
Do I have to move my muffler at all? What size manderal pipe do I need, and is this all I need for the install, o am I missing something? Won't me moving my muffler fail inspection?

I think your a little confused on how this setup works. I'll do my best to explain it. You start by buying a 12" dynomax bullet race muffler for $36 ($50 after shipping/handling fees). Then when it arrives you take it to a muffler shop in your area.
Tell them to remove your stock muffler and fab a pipe where the muffler used to be. Then tell them to install the bullet muffler in the I-pipe right behind the rear axel.
When it's done there will be normal exhaust pipes where your stock muffler used to be and a bullet muffler between your cat and rear axel. The muffler shop that did mine charged me $100.00. So total cost is $150 and all you have to buy is the dynomax bullet muffler itself. The exhaust shop will supply the pipes that go where the muffler used to be.
If you don't like the stock tips you have now then you can buy new tips and have them installed with the bullet muffler but that will raise the cost of $150. I got a sweet set of dual/dual stainless steel tips for $85 brand new from fasttoys.net. Now my car has a much sweeter sound, a better look (via tips and lack of bulky muffler) and a few more ponies for a total of $250 installed.

I apologize for the exhausted (pun intended) post.....I thought I searched for dynomouth before but I think I searched for resonator or something and only two came up.
Jegs sells the pipes, but I was wondering with would be cheaper, through a shop or jegs?

You should be all set then. I'm not 100% sure about the LT1 exhaust but on the LS1 the stock pipes are 2.75" stainless steel and mandrel press bent. Therefore the pipes are decent and only the muffler and possibly new tips really need to be installed.
If the LT1 is the same way then I'd stay with the stock pipes. The exhaust shop can supply what is needed to fill the gap where the old muffler used to be.
But if you really want all new pipes then I'd get them from Jebs and bring them with.

Doh! My bad. I missed that part of his signature all together.
Well then I can say with confidence that the minimal gains you'll get by upgrading 2.75" pipes to 3" is not worth the dollars you would spend. Just get the Bullet in the I-pipe and enjoy the new sound!
