1999 Z28 Accelerating Problem

A friend as a 1999 Z28 (not sure of engine but it is the biggest one for that year) the RPM's will increase when the accelerater is increased but the speed of the car will not, any thoughts?

is the car a automatic transmissions ? or a straight gear ?
Sounds like the transmission is slipping
