Next time it stops on the way up leave it as far as it is, then wait five minutes and try to roll it up more. If after the five minutes it lets you roll it up more it is probably the motor.
If it remains stuck then it is either your regulator or your tracks just need greasing. I haven't replaced a camaro regulator before but I know greasing the tracks would be easier so try that first.

The regulator are those brass things with the soft black stuff at the end that keeps the window from falling on you correct?
Well those seem to be worn, however it doesn't look like they are preventing the window from going up.
Sometimes the motor makes a sound like its trying to go up and sometimes it doesn't. The window always gets stuck at the same spot too. I've tried pulling it up manually, however it seems stuck in that one spot.
So should I try and grease the tracks or go buy a new motor?

It'd be a lot cheaper to try greasing the tracks first.
