Why use 1.8 RR's instead of bigger cam?

Why use 1.8 RR's instead of bigger cam?
The new LS7 uses 1.8 RR's. I'm curious why they would use such a high ratio instead of using a bigger cam. The effect of the two is identical right? Is there any advantage in using one instead of the other?
