What is this thing, with the thing...

First off the car is a 97 Z28 6spd. Theres this black box thing mounted right above the coil that has these, what I'm guessing are, vaccum lines coming out of it. One of them goes to this connection right above the PCV Valve. And the other is just swinging around under the hood. Upon startup it whistles like hell because it's not connected, but after a minute or so it seems to 'shut off'. WTF is this thing? Also there is ANOTHER what looks to be a vaccum hose coming from the passenger side of the intake manifold from another black box. It goes under the TB and then curls around to where the throttle is on the TB. Where is this supposed to go?

The first one sounds like the components added in the AIR system recall. That would explaing why the thing whistles for a couple minutes on startup and then shuts off, because that's when the AIR pump runs and shuts off. There is a nipple in the system that doesn't connect to anything.

Look at the AIR recall components drawing on Shoebox's Tech Pages and see if it looks like that:

The second line sounds like the EEC vacuum purge system. That line is the "3rd line" in the bundle of 3 fuel lines that comes out of the drivers side fender liner, curves around and heads toward the back of the engine. At about midpoint on the intake manifold, the "3rd line" peals off and connects to a U-shaped tube that turns it and points it toward the front of the engine. That line wraps around the front of the engine under the throttle body, and connects to the flow detector switch near the passenger side valve cover.

Again, look at the diagram on Shoebox's pages to see if that's it:
