turn signal + low fluid level

turn signal + low fluid level
I have to replace a turn signal in the front left of my car, does anybody know how to get to the lightbulb? also there is a gauge right next to the tach it' s like a box with very little fluid with an arrow going down. If i let my car sit for a while it goes on but if i shut the car off and start it again it goes off. is that trans fluid low or coolant, thanks for replying.

You change the bulb from underneath the car. You just take out a few bolts to drop down the cover for the bottom side and you are good to go.
