Which side of the vats connector do the resistors go on?? based on this picture. thanks

The side that does not go up into the column. Actually kinda hard to tell from that angle and it's been a while since I have been under there.

OK i put on the resistor and everything seems fine. I still have to turn the key half way and wait for the lil beeps then start the engine. Is this normal, or did i do something wrong?

By-passing the VATS does not by-pass the chime module, so yes you will still hear the chime before starting car.
