Idle issues with starting/ Using C.A.T.S Tuning

I purchased a 1994 Camaro Z28 that has a tune on it, now according to the program eehack (For active live Data) the program says the car starts and idles at about 650-700RPM but according to CATS tuning software the data log for Idle IN park/Neutral it says it should be 850-950 across the board. So i'm not completely sure what i should check on to see why the idle is so far out.? Or what i should do. I'm aware the TPS can be manually moved, but the computer ultimately determines Idle speed, and i'm not sure how to go about editing it on C.A.T.S. Overall, the idle in park/Neutral needs moved up only. In drive, and once it's warmed up it idles at about 950-1000RPM which is good. But only when i first start it, it does that

In the program there's a table that sets target idle speed in neutral, and independently in drive, versus coolant temp. There's a stock table in my LT1 scanning guide.
