I had the same problem, I ended up changing the sockets because they had become rusty from moisture and it created excess resistance in the circuit causing no blinking.

Jiggling the T/S switch lever might not duplicate the problem because the bad connection could be in the wires going into the switch. They might only move only when the column is moved up and down. A bad bulb/socket should only cause one side to malfunction.

40º is paradise. We finally hot the 50s here this week. 40 is shorts and teeshirt weather.
Anyhow the bulds will cause the lights not to blink. Put the turn signal on and check to see if there is a buld that is out.

why does this seem like such a common problem? Even more so, it seems to happen alot on 97's. My girl friend's 97 has always had turn signal issues. Sometimes it stays solid and does not blink, while other times it blinks just fine.
I've never had a problem with the turn signals on my car, however, the driver's rear brake light is being retarded. These are dual element bulbs, 1 is for the tail light, and 1 is for the brake. It works as a tail light, but when you hit the brakes, the bulb goes complete out. So I think "well, one of the filaments are bad". Nope, I changed bulbs, and it does the same thing. Plug the bulb into the passenger side, and both elements work. It seems Cheverolet needed a new electrical engineer at the F-Body factory.

I would check the socket like iroc22 said. I have had this same problem on both sides with loose connections inside the socket. By jiggling the wires connecting to the socket, the flasher works or it doesn't. Unfortunately the sockets are kind of expensive. Was able to fix one side by cleaning the connections out and taping the wires down tight, but it was a pain. Going to try to replace the other bad socket shortly.

Okay, replaced the "electronic" turn signal (which turned out not to be) with another one (it had a clear case so I could see the relay). And, voila, I'm flashing all the time now.
HOWEVER, the passenger front turning light is still intermittent. The rest still work (or I haven't caught them NOT working when looking at them in the reflections of SUV bumpers or store windows).
So it's looking like a bad socket or short in the wiring to that side. I'll probably try to take a gander at that this weekend.
I still don't understand why the left turn signal would "freeze" also (as another poster here said that it would only fail on the side with the bad light?)

make sure you are using the right bulbs. autozone looked up the bulbs for my car and it turned out to be the wrong ones, they look the same, but have difference resistances. the ones they sold me worked for a bit, but burned out to quickly.

If the flasher is out, will both turn signals be out? My right side is on but doesn't blink. It doesn't come on with the emergency lights either. However when I activated my alarm, it blinks. It also come on with the headlights but doesn't blink.
