Yes they are illegal everywhere, especially in Tx. It is not just the front blackouts either, it's the rear, and turn signal ones too. If you look, it says it is for offroad use only. If you do not get pulled over w/ them on it is 'cause the cop doesn't want to do the paperwork on writing you a ticket. You cannot see w/ them on at night also... I still use them but I get alot of tickets
