UPDATE - Gauge Lights Problem? 91 firebird
UPDATE - The part number is Borg Warner S7207 and has DIMMER SWITCH under the number. BUT, it looks nothing like the dimmer switch you work on the dash. Has to be one of the harder parts to find I've looked for. Dash lights are back working like new.
I got the part from O'Reilly's but I had to get the part number from Pep Boy's. O'Reilly's couldn't find the part. When I came back with a part number they wanted to argue and kept asking "what kinda car does that go on? We'll look it up." No thank you, been there already - gimme this part number.
If you can't get the dash lights working try this part.

Ok, Just bought a 91 Firebird a couple of weeks ago. No gauge or dome lights.
Started with the meter checking everything. Light and Dimmer switch good - power in and out on both.
Power out on the head light switch to the dimmer. Power out on the Dimmer switch goes to a buzzer (tells you that the lights are on if the door opens) and after the buzzer it goes to the fuse marked "Inst lights" (or something). From there it goes to the lights.
Anyway, the power comes out of the Dimmer to the dimmer/door open relay thing, but it doesn't exit this buzzer to the fuse and there is no power at the fuse. The Dk Green wire goes from here to the fuse box. Every diagram I look at does not show this part between the dimmer and the fuse box.
It is mounted on the dash support about 6" below the two light switches against the side of the support. You have to take off the lower dash panel that is in front of your shins to see it.
At Advance Auto Parts it is called a Dimmer switch also, and there is a picture of it and it doesn't look like the dimmer switch that you can turn and adjust. It is about 2"x2" on an elevated aluminum heat sink. looking at the top is black plastic with three prongs coming out for a plug. Underneath it has a round buzzer.

Found the problem - some moron wired the inst panel light to the radio to a ground on the radio. Which blew the 5a fuse to the inst lamps. So he stuck a 30a fuse in there and fried the part above. Some people shouldn't work on cars.
On the frying the above part - I'm assuming at this point. but I can get the inst lamps on with a direct wiring to the bat now without popping and crackling.
