Fuel Sender

I have 95 z28, I got it in October and learned the hard way that the fuel guage doesn't work properly. I can usually go by the mileage and I figured out that half tank means empty. Lately the mileage has gotten lower (started at 200 miles on a tank and now it is down to 130-160 or 180 if I'm lucky). Is this a fuel pump issue? I do have a small hole in my muffler, but I don't think thats it. Any help is appreciated!

The gauge isn't very accurate, but the more typical situation is that when the guage shows 1/2-tank, you only have 5 gallons left, and when it shows 1/4-tank you are lucky to have 1 or 2 gallons.

The other day i was starting my car up when i noticed that the gas gauge was on a 1/4 tank, i was only at 118 miles so i filled it up, and the gauge still shows 1/4. Has anyone's sender ever just stopped working? Do you know if a fuel pump replacement would work?
