Fender removal steps
This is just a quick throw-together from my 93 Z-28. I noticed in searching for this, that I hadn't really seen anything with too much clarity, and even though I know it's fairly straight-forward for most people, couldn't hurt.

Step 1: Gather tools, and a drink (drink optional). The main things you'll need, are a 7mm and 10 mm socket. You might also wish to have a Philips head screwdriver, and a T15 torx driver. These are optional, as I was able to do this on my car without it. More on that later. You will also need at least one extension for your socket, preferably 8" or greater for one bolt.
Step 2: Pop open the hood of your car, and unbolt the top row of bolts there (10mm). They are very easy to see, but are circled here on the picture. The white circle, is where you may elect to work something else. Where that white circle is, are two phillips head screws into the front bumper cover, which is on a small bracket that is the forward-most 10mm bolt. While you don't have to take this bracket off, or even touch the screws, some people like to use the T15 to remove the headlamp assembly, and then take the screws out as well. That's up to you. I was able to just toss a socket on a 1/4 drive ratchet, and pull the bolt out easy enough without it.

Step 3: Open the door to the car on the side you're working on (naturally). There is one 10mm in the inside as well, approximately where I've put the circle on this picture. It's hard to photo, but should be obvious when you actually look. This is where you'll need your extension. Ideally, don't drop it when you take it out

Step 4: The fun part. You'll want to remove the inner fender cover, to provide easier access to two more bolts. There are a few 7mm bolts (though one side of mine was replaced with screws instead. Use whatever you need to remove them). They're circled on the next two pictures, approximately where they are. There are also two from underneath, in front of the wheel. You'll want to remove them (and if you have a cap on the bottom rear, pop it apart), and pull the cover out from the wheel well.


Step 5: There are 4 more bolts to remove now. Two under the fender, behind the wheel. They're easy to see, just bend down, and unbolt those. The last two, are up underneath the fender, attaching the front corner of the fender, to the bumper cover. There are two 10mm bolts/nuts, with a backing plate (which is about 8 inches long by 2 inches wide, and will come off after it's unbolted). The reason to remove the inner fender cover, is so you don't kill yourself and break things in frustration trying to unbolt these last two. They're annoying to do by hand, simply because of the angle.

Step 6: Once they are removed, you are now "free" to remove the fender itself. Thankfully, the fender is fairly flexible, however you don't want to go nuts with it. The top of the fender, hooks over the rail, as you'll see when you remove it. The trickier part, is where that bumper cover and fender come together. And the only reason that is, is because where it mounts, the fender tab is sandwiched between the support, and bumper cover. At that point, you'll be able to pull the bumper cover down clear of the bolts, then the fender to follow, then lift the fender up and off the car.
Installation, is the reverse of removal, of course, but congratulations, you have a fenderless car.

A couple things to note: Depending on the previous owner(s) of your car, you may find a few things different. They may have used different bolts or screws in place of what was there originally. Also, if you have access to a lift, or decide to pull the wheel off, it'll make things a little easier in that respect, though time-wise will be about the same.
Also, this was done on a 93 Z-28. I would imagine the 98+ would be pretty much the same, though you might need to remove the headlamp assembly to reach a front bolt or two. I couldn't tell you on that one, as I haven't looked myself.
Again, I just snapped these quick after pulling my passenger fender off for painting, and figured I'd throw this up for anyone else who might be looking. I remember seeing one on the bumper cover in my search for removal, but didn't see much in the round of fenders. I figure it's pretty straight forward, but ya never know.
