Re: Driving cant pass a limit
No codes? Have you scanned it?
Are you sure it is MPH and not drivetime? Does it do it cold as well as hot? What does it do under wide open throttle?
Does the Check Engine light flash? That would be indicative of a misfire.
Any modifications done to the car?

Re: Driving cant pass a limit
Does sound like misfires, due to an ignition problem, resulting from the stress of lugging the engine at low RPM. Check all ignition components - coil, wires, plugs. Maybe the Opti cap.
Re: Driving cant pass a limit
If it is all original, as old as it is I would certainly check (or just R&R) the spark plugs and wires. Test the coil.
If all checks out well and the problem still persists; test the Optispark, following ShoeBox's instructions to the T.
