Assuming you meant to type OBD-I --> OBD-II, the question is "why"? Other than a minor change in the A4 controls affecting high stall converters (not an issue with an M6), the main differences between OBD-I and OBD-II are the addition on numerous emissions diagnostics and higher self-tuning and data logging costs.
Or did you possibly mean to ask if you could convert your speed-density, batch fire 93 to the MAF, sequential fire system as used in 94 and newer?

sorry for the typo, i did mean obd1 to obd2.
it was just an idea i was tossing around because apparently finding a place to tune a obd1 car within 1000 miles of my house is impossible.
it looks like i may have to stick with a mail order tune for now

you say the mail order worked out great huh? yea im pretty sure they will get it close, at least so it runs good, its just id wager you could still pick up some hp from a dyno tune
Any ways the money you save going with a mail order tune mean you can buy something that will give more then a few HP with the money you save.
