Grown up around cars my whole life, tinkered since I was in diapers, lately taken an interest in Camaros and have seen a few B4C. WTF is B4C???

RPO (B4C) Police Performance Package, not sold to the public. Can be bought used from Police departments. But are usually wore out from extreme and rough use. Not a good buy in my opinion.

i have heard that the b4c cars are emmisions exempt. can anyone confirm that? and if it matters, im in illinois

NO....Same requirements as any other car in regards to Emission Controls. Just another car with Police equipment added.

Level of trim for the interior & exterior. In other words the B4C cars were PLAIN JANE cars. What did you expect for a government purchase??? Again I would want one myself.

Not necessarily. Many were used by the state as pursuit vehicles and had mostly highway miles with good maintenance. These can be excellent buys.

Actually in 2002, and maybe part of 2001, the restriction on sales to the public was lifted. I know several people who bought 2002 B4Cs for their personal use.
Chevrolet sold the Camaro B4C as a pursuit vehicle. Most departments used them that way. Some also sent the officers assigned a B4C to a special high-speed driving school tailored specifically to the Camaro. They were sometimes in the hands of a single officer, unlike other patrol vehicles. In some departments they were take-home cars, so the trooper assigned the vehicle had a sense of ownership of the car. The quality of maintenance depended on the department, so one needs to check the history of the car carefully. Like buying anything else: Caveat emptor.
