I have them. I bought them off a friend of mine for $175 because he had max'd them out at about 950 flywheelHP on his 30th SS convertible. I'm only running 800 flywheel, so I figured they'd be OK for my setup, specially at that price. The collectors have been modified though, so they run straight back without a Y-pipe.

You said your headers need to be "emissions legal".... by definition, a long tube header on a 95 LT1 can not be emissions legal, because it relocates the cat. If you just mean they need to have the connections for the O2 sensors, AIR and EGR, that's another story - all the emissions equipment will hook up. But they will not pass a "visual" by someone who knows what they are looking at.
As to which will make more power, its sort of hard to say, since we know nothing about the modifications to your car. Long tubes generally provide better low end torque. If you want "area under the curve" in a mildly modified street car, the LT's will prove to be better, IMHO. If you are talking about headers for a race engine that spends most of its time above 5,000rpm, it can go either way.

He mentioned that the alternative to the AS&M's was Jet Hots.... which I believe are long tubes. My comment was intended to ask him how he could be comparing these two headers, when the Jet Hots are long tubes and hence, not emissions legal.

well, I'm not too concern about the "visual" inspection, we have alot of mom & pop smog places that would ignore that for a little extra...
