98 ls1 block can't be bored?

Hey, and first off thanks for reading and hopefully helping me figure out my best option here. To my knowledge the 97-98 ls1 blocks that were produced cannot be bored due to the cylinder walls being only allowed a honing clearance before greatly risking an engine detonation within a few passes. So my goal is to achieve 1000+hp and a complementing amount of torque approx 600+. I've been thinking of selling my 98 ls1 motor to build a lsx iron 454 block with forged internals.. Do you guys think it's the right direction for the money? Factoring in the obvious limits of a 98 350ci ls1 motor of which cannot be bored due to its production year which limits the possibility of heads I can use which limits my ability to adjust the stroke making it next to impossible to achieve more cubes compared to that of a 454 which I could bore and build appropriately to achieve my desired cube/head/stroke combination to get my Hp/Tq I'm looking for?

The LS1 aluminum block is sleeved with gray cast iron cylinder liners. While the stock 3.898" (99 mm) bore of the sleeve in the 97/98 blocks can only be opened up an additional 0.0040" (99 and up 0.010"), stroking the crank will bump the stock 347 ci (not 350 ci) up to 382 ci or 392 ci.

But, newer procedures were developed to allow re-sleeving for a larger bore diameter. I think you can go to a 4.125" bore. The sleeving process is fairly complicated and can be costly. There is potential to reach 454 ci, at 4.125" bore x 4.250" stroke. Not sure if there is some limitation in the 97/98 blocks that would limit that.

But.... first questions first:

- are you looking for 1,000+ HP at the flywheel or at the rear wheels?

- are you planning to go normally aspirated or with a power adder (S/C, turbo, nitrous)? 1,000+ HP NA is extremely expensive, and difficult to achieve. Mast Motorsports has a 466 ci crate engine based on a Dart block, makes only 850 HP at the flywheel, and goes for $35,000.

- why did you set your goal at "complementing amount of torque approx 600+."? 1,000+ HP is going to require a power adder, and power adders generally yield much higher ratio of torque-to-HP than that.

- how did you determines the 1,000+ HP goal?

- is this a street car or a track car?

Thanks for the replies, 1000 at the flywheel was my goal as a broad figure to achieve.. the build is for a 98 z28 camaro.
After some discussion with a friend we thought of a more practical build for now as follows and any input would be appreciated as I'm gonna place my order for parts here soon. I'm planning on running a 78mm turbonetic hurricane Benita with 243 heads, stock rockers with Texas speed chromoly pushrods 7.4" and Brian tooley platinum spring kit and forged diamond pistons/crank Texas speed magic stick 4 cam, 26" tires, 373 gears on a built 40l60e trans

A 4L60E, built or otherwise, will struggle mightily behind a thousand-horsepower engine.

If you want to make big LS turbo power, I'd recommend you pick up an iron block 4.8, 5.3, or 6.0L LS from any GM truck from about 2000 on. Gen4 stuff (generally 2006+) is preferable: better heads, stronger rods. These are generally available for under $1000. Get a fuel pump, injectors, turbo, cam, valvesprings, and exhaust, and you can get north of 700hp to the wheels with ease. Some people have broken into the four-digit range with that formula.
