For starters, turn off the "caps lock". The software will not allow you to post in all caps, so it only capitalizes the first letter of each word, making you posts look strange, and hard to read, particularly when you aren't using any punctuation..
Under what conditions does your fuel pressure read 40psi? What is the pressure when you allow the pump to prime, without starting the engine? When the pump shuts off after priming, how fast does the pressure drop?
The engine should start fine with 40psi, and should not flood.
At idle, what is the pressure with the vacuum compensation line off the fuel pressure regulator? How much does the pressure drop when you reattach the vacuum line? While you have the vacuum line off, check it for wet fuel.
It sounds like it's flooding. Have you tried starting the engine with the accel pedal on the floor BEFORE you turn the key to "start", holding the pedal on the floor until it starts? That puts the computer in "clear flood" mode.
