Unhappy 1994 Z-28 27000km

I have 1994 Z-28 with only 27,000km, on it.I drive this car a couple times a year.
For some reason the car boggs down now when I drive it hard into 4th gear .
I Replaced the fuel filter , still same problem. Some days when I drive it , the car will not do it .
Another thing I noticed is the fuel cap has alot of pressure on it when I release it.
I have only changed a few things on this car , Borla Exuast, and Lingerfelter air intake.
Is something breaking down ? Should I replace the wires ?
One more thing I was parked on a hill with my car ,and when I started it up gas came out of the overflow or the gas tank nozzle ( alot came out }

Iam ordering new gas cap // Is this the problem?

Any ideals?

If you only drive the car a couple times a year, do you use fuel stabilzer to prevent the fuel from gumming up? Have you ever added fuel injector cleaner to the fuel? Are you over-filling the fuel tank, possibly saturating the EVAP charcoal canister with fuel?
