Turns over-but won't start... or shut off

Turns over-but won't start... or shut off
I have a 74 camaro and I'm not sure what's wrong with it. The engine turns over, but does not start and then when I turn the ignition off, the engine keeps turning over and does not shut off. 
Any ideas?
