Tough Starts In Cool Texas Weather

I have a 1998 Z28...Mint condition, however when the weather temps get to about 40F the Z28 "coughs and sputters" in the initial start up.....Any suggestions?
Suspect frost build up is causing this problem in the ignition or electronics of the ignition.....Am I close???

May want to check the coolant temp sensor, to see if it is giving the PCM the correct "cold" start temp.
