Welcome to CamaroZ28.com!!!

You need to see if the fuel pump is supplying the required pressure. A rough test is to press in the valve core of the Schrader valve on the line at the rear of the passenger side fuel rail. If there's pressure, fuel will spray out when you press the valve core in (use a cloth, and don't spray fuel on a hot engine). A more accurate way to determine the health of the fuel system is to use a fuel pressure "test gauge", connected to that same location.

At idle, with the vacuum compensation line removed from the fuel pressure regulator, you want to see 41-47psi. Reconnect the vacuum line, and pressure should drop proportional to intake manifold vacuum, or about 6-8psi drop in pressure with a stock cam. Since it won't start, simply turn the key on, and look for 40psi on the gauge.

Have you scanned the PCM for codes?

Shoebox has a treasure trove of info on the LT1 cars:

And you would find this photo of the fuel system components mentioned in my response:

Hooking up to the OBD II connector with some sort of a scanner and seeing if the cars "computer" (usually referred to as a PCM on GM cars) is storing any codes.

PCM codes is just another term for diagnostic trouble codes which identify specific faults with the different automotive systems.
