1994v6cam

my 94 camaro wont start. in checked the wires going to the starter and there fine the starter is good and there is no power going to the gauges and the turnsignals also the wind sheild wipers and no power to any fuse what could be wrong there is a yellow and green wire hanging down on the driver side and plugs into somewhere. if you no where tell me plz thanxs billy
