Hard starting often is the result of the fuel system losing its prime pressure too fast. That can be caused by things like a faulty check valve in the fuel pump, a broken diaphragm in the fuel pressure regulator, leaking injectors, or leaking fuel lines.

You definitely need to check for leaks in the fuel lines and the FPR. Can you pin the smell down to either the engine area or the fuel tank area? Have you checked the fuel pressure?

The fuel pressure jumps to 48 then bleeds down, faster then normal I think?

I get the fuel pressure to maintain for about 30 minutes then it bleeds down slowly. How long does it take for you?

It will bleed down in about 2-3 minutes, then once you get it started it seems to run fine other then the real strong gas smell from the exhaust and the bad gas milage.

I had that same problem. Bad fuel regulator (Aeromotive). Gas would leak thru to the intake manifold thru the rubber diaphram. Discovered by smell of gas on the Vac line to the regulator. My fuel pressure gage did not indicate this problem due my tap being not @ the fuel rail.
