1989 camaro z28 WON'T START
I have an 89 z28 tuner port. ..51,000miles...I replace the column. ..reprogrammed key. ..replaced starter relay(old one was melted)...all wires show good on self diagnostic. ..NO START. ..dash lights...no vrooom....my mechanic is becoming frustrated because he is not savvy with the anti theft camaro world

What happens when you turn the key to "run"? Do all the dash warning lights come on briefly? Does the fuel pump prime? What happens when you turn the key to "start"? Does the starter engage and crank the engine? If starter engages, do you have spark?
Not that familiar with details of the 3rd Gen, but I'm assuming you have PASS-key. Is the "SECURITY" light on? If so, solid or flashing?
There's a great write up on the PASS-key system on shbox.com (click tech page, go to "how to" section). That's for 4th Gen, but I'm pretty sure it is similar to the earlier years.

The passkey II has a reset proceedure for the 3rd gens. IF the ignition lock wiring broke and you tripped the computer (3 attempts locks you out) you must reset the system otherwise your locked out. Its a PITA. Be thankful for the internet....Didnt have it in my day and figuring it out was rough.

I wasn't faulting you for replying.
I just get discouraged when people post a problem, others try and help, and then the OP doesn't bother to come back. It seems to be happening more and more on this site.
