Header gutting?

Hi, I installed some bbk shorty headers on my 96 camaro z28 and the cat on the driverside is hitting the frame. My question is if I were to gut that cat and dent it so it dose not hit will it cause the car to run different. I plan on just guting the driver side but I dont know If it will cause any problems with the passanger cat not gutted. What do you guys think?

Will gutting the driverside cat and not the passanger side cat cause any problems?

what are your emissions laws like? do you have to test every year, etc?
If you have very relaxed laws, just delete them...

Are they "dual-cat" headers with the primaries snaked up over the valve cover on the driver's side, and the big triangular flange for the cat to connect to? If so, and you are deleting the cats, you can consider getting rid of the clumsy dual-cat headers.
