Will a 153 tooth flexplate bolt to a high performance torque converter?

What the title asks? If I go to a 168 tooth flexplate then will the starter work?

What kind of car? A 168 tooth is larger in diameter and may not fit. Anyway, all you need to do is specify the bolt pattern when purchasing the converter. Converter bolt patterns for Chevys are either 10.75" and 11.50". Flexplates can be drilled for either or both (dual pattern). Diameters are 12.75" (153 tooth) or 14" (168 tooth). Small blocks that came from the factory with a one-piece rear seal use the smaller flywheel and both pattern. There may be some exceptions, though I don't recall seeing any.

1995 camaro z28 with an LT1. If either will work then why have a 168 tooth flexplate?

I didn't say either will work. The larger flexplate will be too big for that car. You asked about the converter matching up to the flexplate, right?
