What does re-stall mean?

Whats it mean to have your Converter re-stalled? Does it mean to have it stalled at higher/lower RPMS?

If this is right, Does TCI do restalling? say I just bought a 2600 Breakaway stall from them, would it be possible to have it re-stalled higher?? someone explain this to me!

Yes, restalling just means that you have your converter rebuilt to stall at a different rpm. I'm sure that TCI could restall your converter for you, but you could give them a call to make sure.
