I have an '89 Camaro that I did an LT1/4L60E swap on. The car runs fine and drives fine, but it has two problems that I believe are somehow related. 1. The torque converter doesn't lock when I'm at highway speeds. This also causes me to have kinda crappy mileage (22 mpg) at 55 mph. 2. The speedometer doesn't work either. It used to work, but it doesn't anymore. I don't have an SES light on, but I checked the codes and I do have a DTC 97. I have checked the lockup solenoid on the transmission and that is ok. While doing the swap however, I never did hook up the park/neutral switch. Would this have anything to do with either of my two related problems? I am trying to figure out how to download the PCM program so that I can take a look at it, but I'm having problems with my datalogging cable. I'm not sure if settings need to be changed or what, and there's nobody where I live that knows any more about this stuff than I do. I have searched and checked the transistor for voltage, it reads about 6V. Any advice or help would be greatly appreciated. Thanks
Edit- How old is that TC and is it from your original Tranny?
OK your speedo is electronic right?
if so then your TC is not gonna lock up.
Did you change out the appropriate computers for the swap?

The wiring harness and computer are a '94. The torque converter is what came with the engine and tranny, pretty sure it's the stock converter. My speedometer is mechanical, but I have a cable-x unit. Cable-x is a device that converts the vss signal and spins an electric motor with a cable attached to it to drive mechanical speedos.
Your computer needs to see vehicle speed before it will allow lock-up. I'd start looking into the speedo problem first. Once you figure that out, I believe your lock-up will magically reappear.

I checked voltages in the vss circuit....1. From the Purpule wire to the Yellow wire with the IGN on but car not running, got 5VDC. 2. Checked purple wire to ground for voltage, 0VDC. 3. Checked voltage from the yellow wire to ground, 5VDC. I checked for a ground between the purple wire and ground, 0 ohms.
I don't think I'm supposed to have any voltage on the yellow wire, I searched other posts and found this information. I am not sure if it is correct though, does anyone have any input?
Edit: I found out some other information as well. I looked on the passenger aft side just above the transmission pan and found the stamping....it starts with a 5. That means that the transmission is a '95. I was originally told that the engine and transmission were a '95, but when I get the VIN from the computer it is a '94. So I think I have more than one problem here, one of them being an incorrect tune. I also counted the number of pins on the transmission and there are 13, which a '95 and up have. The connector, however only has 12 wires, which is what a 94 transmission would have. I did install the park/neutral relay and am still getting my code 97, and the torque converter is not locking up. I now know why the torque converter is not locking up, but not quite sure why my speedometer isn't working. Would an incorrect program cause this voltage at the vss connector that I'm not supposed to have?
