stuck bolt in steering rack

stuck bolt in steering rack

hey everyone, im trying to replace my steering rack on my 94z28, and its all ready to come out except one bolt, its the bolt on the passenger side of the car, well anyways the bolt has a seperate metal sleeve it goes into, because its surrounded by a piece of rubber probly cuz of vibration? not sure, well its siezed to the sleeve, i already got the nut off the bottom, but i just cant pound it through, any ideas???? not sure how much i can heat it up because of the rubber around it, how can i get this bolt out??? its not even threaded in, its just rusted to the sleeve!!!??

My replacement steering rack came with a new rubber bushing so destroying the old one wasn't an issue. Spray it good with penitrating fluid like PB Blaster.
