Late upshift, no downshift?

Late upshift, no downshift?

My (A4) car only shifts according to the speed, throttle position does not matter. It needs to be going 52mph to go into third,and takes forever after speeds of 70 to go into OD. I cannot drive anything but highway speeds because if I am not, I'm taching 4000+rpm just cruising. If I floor it, no downshift. When it does shift, it shifts firm and good, so I don't think it's the actuall tranny. Also, it idles at 2500rpm+ when in park or neutral. Runs rich. It likes to backfire. Recently put plugs in it.

It has the PCM4LESS OBDI conversion on a 97 Z28 from the previous owner. I've had the car a while, but never drive it because of the drivability. It didn't even run when I bought it. MIL is on, but can't check it with my OBDII software. Still has a OBDII connector. I have the original OBDII computer, maby I need to put it in to find the fault, then have a real tune put on it. The engine otherwise mechanically seems to run great, I think I have a crappy mail order tune to blame.

Well the tune is posible but I would tr replacing the TPS (throttle position sensor)first and see what that does
