horrible mileage...converter?

horrible mileage...converter?

Mods in sig. I usually get around 260miles before I fill up. The last 2 tanks, It only lasts about 180. I take it very easy on the car around town, but I can almost watch the gas gauge going down. The ONLY thing I can think of is this...
I just moved from Pensacola FL to NC. Now P-cola isnt big, but where I live now is very small. I hardly ever get over 40mph. My converter needs 45mph to lock up as a minimum. Is that my answer? Even putting around 20-30 mph the rpms arent high at all (rarely over 2k). And if the stall is why my mileage went down so much, would a higher rear gear help by having the converter lock up at a lower mph or is this a table in Tunercat I can play with? Thanks
