Higher Stall feels sluggish in OD???
Is that normal? I just replaced my motor with one from a 94 Z28 and put a HotCam and 2800 Stall in at the same time and now when cruising and it shifts to OD if feels very sluggish. I have had the PCM tuned, but Im not really familiar with how a higher stall operates, but I was told that it was needed with the Cam upgrade to keep it at the correct RPM band.

Can you explain sluggish? Are you refering to the acceleration at a given RPM or all of 4th gear? Such as if cruising in 4th gear at 2K rpms and hitting the gas slightly doesn't move the same as pbefore then yes this is normal.. If you feel there is a delay in acceleration going from no throttle to being on the throttle when below the stall speed then yes this is normal too, because it hads to reach that stall speed before full acceleration is met...
Now if it is something else, please try to explain it and I am sure that there ae people on here that will try to help you figure it out.

You pretty much described what its doing, so I guess its normal. It just feels like when cruising and I give it a little gas it kinda chugs and feels sluggish, but if I press the gas enough and it downshifts its fine and accels. great. Im just not used to it being like that and will take a little time I guess.

It probably isn't down shifting it's probably just unlocking the converter.. The way to test this is get to that cruising speed tap the brake then give it a little gas, tapping the brake unlocks the converter when it is locked, if the revs go up then drop down again when the converter relocks then it too is normal. When you have a high stall converter it almost seams like you now feel 4 shifts 1-2, 2-3, 3-4, then converter lock. So when you hit the gas it feels like it downshifts but it actually is unlocking the converter.

as soon as the converter locks up, you are back to suare one with the torque converter. it will not multiply torque any different than a stock converter when it's locked up. (4th gear is usually locked almost all of the time when working properly.) it will feel sluggish, but i can put mine in 6th at 45mph and still move somewhat. a hotcam has enough low end to propel you nicely from a cruising gear. you'll probably just have to get used to it.

^What he said. You might also be experiencing some cam surge with the converter locked.
However, you might want to check other things as well. Replacing the entire motor makes for tons of possibilities.

Thanks for the help guys!! One other thing I noticed this morning is that when Im at a light then go to take off its kinda sluggish under easy acceleration till it gets up in the RPM, so Im guessing that to is normal for a higher stall? Also, when at a light the RPMs stay around 600 in drive then bounce to 700 or so every so often which Im guessing may be normal for a bigger cam? Im not used to the bigger cam, nor the stall, but I think everything is fine just gonna have to get used to it.

Like stated before, when the converter locks...it stops multiplying torque. That is completely normal.
When you take off from a stop, it is also normal that you have to gain more RPM to get the car moving.
Often, with a much looser converter (higher stall), one would greatly benefit by adding a shiftkit or equvielent.
