During WOT, does the TQ supposed to Lock up? or not?

Like the post say,,, I logged a few WOT runs and my TQ never locks up... is this normal?

Also the RPMs on first gear move up faster than the vehicle speed... its consistent on every WOT run. Never more never less... I contribute this phenomenon to the TQ not locked up but I would like to hear more opinions.

Tranny feels good other wise... solid shifts etc etc etc.

I'm no expert on the A4, but AFAIK it does not lock up under WOT.
