1995 camaro z28 a4 wont shift into 3rd at wot after rebuild

I have a 95 z28 that i had the trans just rebuilt on. Car shifts from 1st to 2nd hard while drving normal or at wot. It shifts into 3rd softly while driving 3/4 throttle or less. Once at wot it will not shift into 3rd and will hit rev limiter and when i let off the car will shift. I just bought the car and dont know much about whats done to it besides the transmission is rebuilt cause i had it dont due to it not having 2nd. I do now the speedo is off about 5mph in city driving and about 10 off on he highway so i think it might be geard witch maybe causeing my problem. I do know the trans was rebuilt with a tci rebuild kit and it came with a shift kit. Car has the stock torque converter. Ive done some reserch but cant seem to find a good way of figureing out the problem. My best guess is to figue out what gears are in it and get the pcm tuned for that gear ratio. I just would like some ideas before i start guessing on whats wrong

My car does the same thing at ( wot) shifting into second gear I was thinking
it was the shift solenoid ?? are something in pcm or the tune
work in progress !!! I wil pm you when my problem is solved . hopefully someone
with a little more mechanical experience than me can answer

Take it back to whover built it. They have some issues with the 3-4 clutches not coming on quick enough.
