What determines the downshift?

Hey guys, what determines the downshift? Line pressure, the TPS & MPH or what?

After the new stall my downshifts are weak. I would be able to be on the freeway, mash the pedal and it would downshift, what I think, twice and it would haul ***! Now after the stall it only downshifts once and doesn't go anywhere.

This is on a 94 LT1 4L60E with a 2800 stall and 3.42 gears.

I'm guessing that part of it has to do with the need to spool up the stall to make it go anywhere, but I don't have any real experience with stall converters. % TPS and MPH are normally what control downshifts (and upshifts).
