After contacting Dakota Digital (again), they mentioned that they now have a device called the SGI-5A which can multiply/divide by a factor of 4.

Since I need a conversion factor of approximately 5.67, I've asked if I can use an SGI-5A with an SGI-5 in series to divide the output of the VSS (45,331 ppm) by 4 (~11,333 ppm) and then again by 1.414 (~8,012 ppm).

A slightly more complicated solution than I wanted, but less complicated than trying to set up a GM PCM solely for speedometer conversion use, less expensive, and the solution will consume less space also.

I might be able to finally put this one to rest.
